Getting that Last Minute Opportunity to File those beloved tax returns..

Time: 22.55Hrs -- 15 April 2005 --- About 5,000 cars had driven by the Postal Drop Service Point
since the workers started taking the mail for income tax filers.  Every one who drove up thanked them
for what they were doing.  According to the Postal Crew, "When we receive the envelopes we sort them
according to the specific address zip code they're being sent to - whether it is Fresno or Sacramento.
and we have to sort by the specific zip which indicates if you didn't owe any money, are paying money,
or filing for an extension.

The drivers seemed happy to get their returns in. Oxnard was one of several cities in California that had their
main Post Offices open till midnight to handle those last minute income tax fillers.

NEW FIRE ENGINES JOIN OXNARD PUBLIC SAFETY TEAM

Oxnard City welcomes its three new fire engines (trucks)
 
behind City Hall at the Main Library parking lot Tuesday afternoon April 12, 2005.

Fireman Aaron Baker, was the driver of  fire truck 67 now parked at Station 2.
"It has three thousand plus miles on it.  That was mostly from it being driven from the factory in Wisconsin."

"We ordered the tools and equipment together with the fire engines. 
And we installed them ourselves when the fire truck arrived," Baker explained.
Baker showed one of the brackets they fabricated themselves to hold the equipment in place.
In other words, these machines are made for Oxnard.

Of the three firemen assigned to the truck on their shift. Baker is responsible to get them to the scene of the emergency,
make connections to the fire hydrant, and operate the pump on the truck that can send out more than a 100 gallons
of water a minute.

There is a water cannon mounted on the back of the truck, three ladders of different lengths and uses, five sets of hoses.
"There are 500 gallons of water carried on the truck," Baker explained, that even with the pump running at full output,
he would have enough time to get connected to a hydrant before they would empty the tank of water.

Station 2 will be getting its original fire truck back from servicing.

I heard on KVTA radio news that our county suffered over 70 million in storm damage but the county will only have to come up with about 5 or 6 million more scarce tax dollars after they get disaster 
relief from the state and feds. Woundn't it have been great if they avoided all  of the lawsuits and EIRs etc by doing this right in the first place ie: put the 

BISC sailing center on the other side of the harbor and NOT try to rip off the  Farrells who ripped us off in return...

Also, Krieger said on the news that another several thousand tax dollars  would have to be spent on cleaning up our beaches. In short, it is amazing that  our local government can get away with being so very criminal in their  responsibility to our citizens.
I guess their is no hope for our state and  federal government.
We live here and can not make our local government  responsive to
simple logic and do the right thing even once thus we have no  chance with the rest of our government.
I guess it will all self destruct in our  lifetime or our kids lifetime for sure.

My first suggestion is to call as many people as you know about the meeting.
 
My second suggestion is to attend City Council meetings on Tuesday nite and use your 3 minutes at public comments to get your points out so more people will be aware --- you'd be surprized how many people do watch the city council meetings on TV.
 
The city has a new Traffic Planner - Jason Samonte -  he may already have some plans on the board for handling traffic -- I know you have suffered severely for the past few months with the mess at C Street - Gonzo Rd. and all the extra traffic on Citrus due to the re-routing.
 
FYI - the Post Office on C Street gained an extra fleet of postal vehicles when the Saviers Road Post Office discontinued their postal delivery from that station and moved all the delivery functions to C Street - so we now have had an overflow of postal trucks since the first of the year and doubled the number of postal vehicles leaving and entering the C Street PO.
These Community Meetings are primarily a way for the City to Cover it's ASSets - but attending them is good because the developer and the city planners are all in the same room and changes to plans have actually happened due to these meetings - so they are valuable at times.

TRAILER JUST APPEARS IN PARKING LOT
AND IS SLATED TO REMAIN THERE FOR 5 YEARS.
...

Wilson Neighborhood Chair writes to city staff for consideration
and to really ask......"Why wasn't I told about this......."

I wanted to ask if there was a way we can "mitigate" the negative impacts created by the "sudden" appearance of a double-wide construction trailer on your city parking lot at South B and 2nd Streets.

The first issue is the lack of notification to anyone in the surrounding
area that the trailers were to be built and settled on more than half of the parking lot. As neighborhood chair and affected resident it would have behooved you to notify me, at the least.
No one warned me or informed me that this was to happen and now I have to answer questions from irate neighbors.

I had to go to Code Enforcement to learn that this temporary trailer was in actuality a permanent structure that would be in place for the next FIVE years.

Most seriously and negatively impacted is the Episcopal church which relies on this parking for its parishioners.   Especially of note is that the majority of attendees are elderly and the Church was forced to make a parking sign to deter parking to the City Lot on the opposite side of Second Street. The Pastor there is going to be sending a note to Mr. Sotelo asking for a cross walk to assist his seniors when crossing 2nd Street which is a busy road. I advised "Father Anthony" to cc: you on his letter to Mr. Sotelo.

One of my neighbors who is a Member-at -Large on our Neighbhorhood Council feels your placement of the trailer is against the law because
1) Five years is not temporary and therefore makes the trailer a permanent structure,
2) proper notification and any effort to check on the impact of placing this trailer in your city parking lot was not made, and
3) the decision, being made in private, without public notice makes this event a violation of the Brown Act. (I am quoting him) ---

So -- As you can see we have some issues to resolve and aside from finding an alternate location for these construction trailers, we need to find a way to address the problems that this FIVE YEAR situation will cause us for the next half decade.

I would first ask that you work with our Neighborhood Council to show our Neighborhood a Presentation on the future Renovation of City Hall and all the phases of the project -- that presentation would give us an over-view of what is happening and perhaps curtail any future problems we may face. We need to meet again next month and if we can have the over-view of the City Hall rennovation, that would be terrific.

I would secondly ask that you immediately contact the rector at All Saints Episcopal to iron out the problems and frustrations that have arisen from  this sudden negative impact to the church. In addition to church services, All Saints holds daily classes at night for support groups and these classes usually fill the lot nightly. The church also rents out room for family parties and the little children and large families who usually would use the City Lot will have to use the lot across the street and again safety issues arise from this.

Third, I would ask that you work with Jason Samonte and the City Manager to place a marked cross-walk for the people who go to the church and that you  work closely with che church to develop a solution to their new problem.

In summary, I would highly advise that you find another location for this trailer, I know this would be a problem for you, but I am seeing that taking up most of this city parking lot with the trailer for the next five years is not a good situation for us who are directly impacted. There must be  another location within walking distance for the construction foremen to have their trailer offices.

I have been monitoring the parking on South B Street (between 1st and 2nd) and so far overflow from the lot has not horrifically  impacted us, but this may be too early to tell.

If this trailer does not move, we may have to look at Permit Parking on our street to protect our precious on street parking.

  Writer asks what is there to do in Oxnard................

What is Really UP in Oxnard ???????
Oxnard, Calif., March 1, 2005 – Oxnard is a well-known family oriented city. It’s ideal to come out here when you’re just starting out your family and watch your kids grow up in a nice environment. However, when one is a single adult, there’s really not much to do. One is often driven to cities like Santa Barbara or Los Angeles for entertainment purposes. Our beaches are fine, but even then, I personally would still go to Malibu because there would be so much more to do. As a 23 year old girl, I constantly go to the Valley or Hollywood to check out the latest hot spots. Whenever I have guests over, they always ask, “What’s there to do here?” I don’t have much of a choice, but to say, “NOTHING.” And after that, we end up going to State Street or “The Valley”. I find it hard sometimes because when I go out, I tend to have a few drinks and then I’m faced with the ultimate dilemma of whether to drive home or stay at a hotel or friend’s house. If the entertainment was here in Oxnard, there wouldn’t be so much of a commute and plus I could just take a cab, if worse came to worst. I feel that one shouldn’t have to drive an hour just to have a good time with their friends.

It would be much safer for teenagers as well because they wouldn’t have to go to a friend’s house party to have a good time. At a house party, who knows what happens or doesn’t happen. If we made a few local hot spots for “all ages”, at least parents would be aware that they’re teens are out seeing a band play or are out to a dance. There are more opportunities to drink and do drugs at a friend’s home, than it is at a venue. I know this because I grew up here.

Now I noticed Oxnard is making a movie theater in the downtown district. However, tourists are not going to drive over here just to go see a movie. It’s fine for us locals since we hate driving to Camarillo or Ventura. But we need café’s, lounges, bars, and shops if we want to get more money accumulating in our city. We need to keep our business and gain outside business as well.

All we really have is great weather. If I got married, that is really the only reason I would stay here. I’m sure I’m not the first to bring this issue up. I just don’t think people care, since hardly anything has been done to resolve this issue. I’m not badmouthing Oxnard. I’m from here and would definitely love to bring up my future children in Oxnard. But I would hate to see my children move away just because there really isn’t much to do.

This letter is being submitted in opposition to the residential use proposed for the former City property at 7th and A Streets.

 

This property was not properly offered to alternate buyers. 
The City acted as it’s own agent and completed an inside deal between the City and the Developer.  Thus, the City of Oxnard prevented Robert Garcia, a long time business owner and community supporter, who owns property surrounding this lot, from being notified or allowed an opportunity to even submit a bid for this formerly city-owned land.

 

Robert Garcia, had no notice that the City proposed to sell off this piece of land and by the time the announcement of the deal went through, it was apparently too late for Mr. Garcia to even approach the City regarding his interest, even though certain city officials were well aware of Mr. Garcia’s wish to obtain this property.

 

The City will provide otherwise, in it’s convoluted way, that it gave proper notice and they will reference past city council or planning commission documents to undermine Mr. Garcia’s initial right as a tax-paying citizen to be allowed to participate in his city’s “open government”.

 

The simple fact is neither Mr. Garcia, nor any other Oxnard resident was offered or provided  proper notice of the City’s desire to sell. By the time all knew, the land deal was sealed with Developer and the Council rubber-stamped it’s approval on it…thereby washing their hands of their obligation to Mr. Garcia.

 

The proposed project of 12 three story townhomes is a good one and needed in Oxnard and especially in the downtown area, however, locating these wonderful new homes directly abutting an active funeral parlor may be a detrimental fact to consider in approving these plans to put residential property on this lot.

 

It would behoove this workshop to consider another course of action for this property and allow a use which is properly brought to the neighborhood affected.

 

Please do not allow this project to continue as planned and proposed.
