Bill Winter May Have Lost the Mayor's Race - But He's Not Out of the Game.....

Bill Winter, candidate for Mayor, had two elections on the first week of November.  The first being the General Election and the second, being at Wednesday's Inter-Neighborhood Council Forum (INCF) held at Oxnard City Council Chambers.

The general membership overwhelmingly re-elected Winter to a second term as head of the Neighborhood Council organization - effectively putting in direct contact with Oxnard's New Mayor - Tom Holden when it comes to Neighborhood Issues facing the City in 2005.

So with little time to lick his wounds from the General Election, Winter has to re-tool and work with the New 2005 INCF Executive Board which is:  Winter, Joe Avelar, Dither Vega, Ed Rouch, and Jean Joneson.

Joe Avelar promises to take the INCF into new areas where the Forum will serve the needs of the Neighborhoods and have a more active program.  Winter said he is pleased with having Joe Avelar onboard and is looking forward to helping Joe get his new ideas and action plans into the Forum and working for the City of Oxnard.

In January, 2004 - the City Council was looking at revamping the entire neighborhood program and many residents came out to speak against any changes.  With a new council onboard, whatever new direction they may take with the Neighborhood program is yet to be seen.  Having a strong and united INCF to defend and protect the Neighborhood Councils and INCF will be perhaps the best bet to keep Oxnard's residents empowered - especially in decisions affecting their way of life and keeping power local - in the Neighborhoods - where it belongs.
